Our Story

CPCI is an educational program as specified under THSC Sec. A 462.001 3(B) (10). The CPC Institute Department is not a treatment facility and the consultants are not treatment providers or officers of the court, but rather educators in an educational program. Title II of HIPAA, known as the Administrative Simplification (AS) provisions, requires the establishment of national standards for electronic health care transactions and national identifiers only for treatment providers. The CPC Institute educational consultation does not require a “Duty to Warn”. Which refers to the responsibility of a counselor, therapist, physician, psychiatrist, psychologist, or treatment facility to breach the private communication of CPC Institute Candidates. Tarasoff v. Regents of the University of California (1976).

The medical treatment and psychiatric counseling and therapist “Confidential Treatment” providers and facilities are compromised by government surveillance federal and state agencies. All information provided for “Confidential Treatment” by law is authorized to be released to about 600 government agencies immediately on delivery to a “Confidential Treatment” provider or facility.

The agencies treat data from treatment facilities as their own proprietary property to use administratively, civilly, and criminally as they wish when they wish and how they wish without notice or disclosure to you or the treatment provider or facility under HIPAA.

The HIPAA Privacy Rule

CPC Institute is not a health care provider
and is not under HIPAA

The HIPAA Privacy Rule establishes national standards to protect individuals’ medical records and other personal health information and applies to health plans, health care clearinghouses, and those health care providers that conduct certain health care transactions electronically. The Rule requires appropriate safeguards to protect the privacy of personal health information, and sets limits and conditions on the uses and disclosures that may be made of such information without patient authorization. The Rule also gives patients rights over their health information, including rights to examine and obtain a copy of their health records, and to request corrections.

The Privacy Rule is located at 45 CFR Part 160 and Subparts A and E of Part 164

CPC Institute is specifically acting the usage of trade limited to circumscribe as a Consultant/Candidate Contract for educational purposes only, and does not engage in diagnosis and treatment of any disease or condition. At no time does the CPC Institute provide services covered by the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104-191) [HIPAA] was enacted by the U.S. Congress in 1996. Title II of HIPAA, known as the Administrative Simplification (AS) provisions.

CPC Institute does not provide treatment services of the diagnosis and treatment of any disease or condition.

The CPC Institute Program is an educational program for individuals who may operate vehicles as driver and may or may not at some point be intoxicated. The educational consultation is exclusively for the personal management of the use of any over the counter, legend, or controlled chemical materials and substances from any source and in any combination for the consistent maintenance of a healthy sustainable pattern of living.

The CPC Institute Consultant provides a resource of a knowledge base of data to train the person in the practices, policies, and customs that, if applied by the Candidate could, if chosen to be applied by the Candidate, contribute to leading to a sustainable, long, and healthy life. CPC Institute is to facilitate that training and is not a treatment facility for patients. The CPC Institute Candidates who register and enroll in the CPC Institute program are not patients of any medical treatment or clients of any counseling or treatment program. The CPC Institute Candidates are interested in knowing the information and data necessary to acquire the knowledge based skills to use to provide a healthy sustainable life and which they may choose to decide to apply to patterns of behavior in their life.

The chemical materials or substances include those of natural, genetic engineered or synthetic origin and include but are not limited to food products, food additives, tobacco and tobacco additives, over the counter drugs or medications, legend prescription medications, controlled drugs, chemicals or substances, and known toxic poisonous chemicals or substances. The CPC Institute Candidate may or may not choose to include or not include the initiation and promotion of the information provided by CPC Institute in the application of the Candidate’s use or abuse of any chemical materials or substances. The Candidate’s choice may be to be free of those that are damaging on the short or long term, and to include those that are beneficial in the short and long term to attain goal he/she may have for the Candidate’s maintenance of his/her freedom from chemical materials or substances that would damage, shorten, disable or end his life.

“Confidentiality” when emphasized by medical/psychiatric treatment facilities includes immediate persons in the contact with the patient, e.g. HIPAA widely publically advertised to the patient. It is estimated that some 600 administrative/financial/educational/and civil/criminal legal agencies are notified are notified in real time with no limitation whatsoever though authorized Release of Information with no disclosure to the patient of digitized medical/psychiatric records drawn from the patient who had originally in good faith the information would be used for the expectation of treatment and help.

CPC Institute consultation does not create nor do your uses of it constitute a doctor-patient treatment relationship under HIPAA Administration Simplification Title II of HIPAA between you on the one hand and the consultant of CPC Institute.
